Meeting Minutes
September 29, 2016

I.             Call to Order

Chairperson Lynne Rush called the meeting to order at 10:02 a.m. in the Capitol View Conference Room at 1000 East Grand Ave, Des Moines, Iowa. 

II.            Roll Call

Members Present:          Lynne Rush, Chairperson, Kathleen Uehling, Amy Iles, Susan Oltrogge (via phone), Tom Dye, Tim Fehr and Frank Ballantini.

Member Absent:           Bob Brecke

III.           Approval of Agenda

Ms. Iles moved to approve the draft agenda.   Mr. Fehr seconded the motion and it was approved unanimously.    

IV.          Approval of Minutes

Ms. Uehling moved to approve the minutes of the May 26, 2016 meeting.   Ms. Iles seconded the motion and it was approved unanimously.

V.            Elections   

Election of Officers - Ms. Iles nominated Ms. Rush for Chair.  As there were no other nominations, Ms. Rush was declared Chairperson.  Ms. Iles nominated Mr. Brecke as Vice Chairperson.  As there were no other nominations, Mr. Brecke was declared Vice Chairperson.  Ms. Iles and Mr. Fehr nominated Ms. Oltrogge as Secretary.  As there were no other nominations, Ms. Oltrogge was declared Secretary.

VI.          Discussion topics

CSD-1 and NFPA 31 Codes – Mr. Merkle reported there were no significant changes to the new 2015 CSD-1 or the 2016 NFPA 31 codes.  After a short discussion, the Board decided to address adopting the new codes during the rules review process in 2017.

Appurtenances and Pressure Reducing Stations – There was discussion on whether pressure reducing stations must be inspected. Mr. Merkle, the Chief Inspector, stated that Iowa is the only state that doesn’t inspect them.   A subcommittee of Ms. Uehling, Ms. Oltrogge, Ms. Rush, Ms. Iles, Mr. Merkle and Ms. Baustian, Assistant Attorney General, was appointed to research questions such the definition of appurtenances, the scope of jurisdiction, what code to apply, and how to train inspectors.   

2017 Meeting Schedule  – The fourth Thursday of each month from January through October and the third Thursday of November and December.

IX.           Division of Labor Report – The office will be moving to 150 Des Moines St. in October.   Most office phone numbers will change.

Ms. Uehling moved to adjourn; Mr. Ballentini seconded the motion and it was approved unanimously.  Board adjourned at 11:02 AM.
