Meeting Minutes

September 26, 2019

I.     Call to Order

Chairperson Ms. Lynne Rush called the meeting to order at 10:05 a.m. in the Conference Room at 150 Des Moines Street, Des Moines, Iowa. 

II.     Roll Call

Members Present:      Lynne Rush, Kathleen Uehling, Frank Ballantini, Tim Fehr - Call in, Susan Oltrogge – Call in                                   

Members Absent:       Thomas Dye, Amy Iles, Robert Brecke

Ms. Caroline Barrett from the Attorney General’s office also attended.

III.     Approval of Agenda

Ms. Uehling moved to approve the agenda. Mr. Ballantini seconded the motion and it was approved unanimously.    

IV.     Approval of Minutes

Ms. Uehling moved to approve the minutes of the June 27, 2019 meeting.  Ms. Oltrogge seconded the motion and it was approved unanimously.

V.     Items for Action
        A. Election of Officers

  • Ms. Rush nominated Ms. Oltrogge for Secretary. There were no more nominations and Ms. Oltrogge was declared the new Secretary.
  • Ms. Uehling nominated Mr. Brecke for Vice Chairperson. There were no more nominations and Mr. Brecke was declared the new Vice Chairperson.
  • Ms. Uehling nominated Ms. Rush for Chairperson. There were no more nominations and Ms. Rush was declared the new Chairperson.

       B. Adoption of new fee schedule for non-routine inspection activities and updated phone number as proposed in ARC 4564

Board members were provided with an Adopted and Filed document setting forth no changes to the language in ARC 4564.  No public comments were received. Ms. Uehling moved to adopt the changes proposed in ARC 4564.  Ms. Rush seconded the motion and it was approved unanimously.

VI.     Division of Labor report

Labor Commissioner Rod Roberts apologized for the absence of Jim Borwey who was at a conference. Commissioner Roberts introduced Joe Mullen as the new Administrator of OSHA Consultation and State Programs for the Division of Labor.  Joe Mullen described his background.

Commissioner Roberts spoke about a Kaizen event concerning check processing scheduled for September 30 through October 3, 2019.  The Kaizen is to increase efficiency in check processing and to make sure the Division of Labor is in compliance with audit requirements.

The Commissioner also stated that the state is in the process of closing the books on the last fiscal year.

Bob Bunte said we need to adopt new versions of several codes.  At the next meeting, Ms. Rush wants to appoint a subcommittee to study the new codes. 

Ms. Uehling stated that no comments from the public were received on the new special inspector rules set forth in ARC 4565.  The Labor Commissioner will proceed to adoption of these changes.

Ms. Uehling moved to adjourn the meeting.  Mr. Ballantini seconded the motion and it was approved unanimously.  The board adjourned at 10:32 a.m.
