BOILER AND PRESSURE VESSEL BOARD
June 28, 2018
I. Call to Order
Chairperson Ms. Lynne Rush called the meeting to order at 10:01 a.m. in the Conference Room at 150 Des Moines Street, Des Moines, Iowa.
II. Roll Call
Members Present: Lynne Rush, Frank Ballantini, Bob Brecke, Thomas Dye, Kathleen Uehling, Tim Fehr (via phone) and Amy Iles (via phone)
Members Absent: Susan Oltrogge
Ms. Caroline Barrett, Assistant Attorney General, also attended.
III. Approval of Agenda
Mr. Brecke moved to approve the agenda. Mr. Dye seconded the motion and it was approved unanimously.
IV. Approval of Minutes
Ms. Uehling moved to approve the minutes of the April 26, 2018 meeting. Mr. Brecke seconded the motion and it was approved unanimously.
V. Item for Action
Adoption of rule changes published in the May 23, 2018, Iowa Administrative Bulletin as ARC 3807C including changes due to HF2297, changes recommended by the appurtenance subcommittee, update of the web address in rule 84.2, and code updates
Ms. Uehling noted some minor changes that occurred during the editing process. Ms. Uehling also noted the public comments that addressed the HF2297.
Ms. Uehling moved to adopt the rule changes published in the Iowa Administrative Bulletin as ARC 3807C. Mr. Brecke seconded the motion and the board approved it unanimously. Ms. Iles seconded the motion and the board approved it unanimously.

The Division of Labor has been reviewing the website pages and documents looking for anything that requires updated. The information regarding ball valves has been on the webpage for over 10 years and will be removed.
VII. Division of Labor report
Mr. Jim Borwey, Elevator, Boiler and Amusement Ride Manager, provided the report for Commissioner Michael Mauro today.
Mr. Borwey noted that in light of the rule changes in HF2297, the hiring of an additional boiler inspector has been put on hold. The Commissioner thought it would be best to study the impact of the rule changes before hiring an additional inspector.
Mr. Borwey noted the passing of the State of Iowa Boiler Administrative Assistant Sharold Shepherd. She will be sorely missed by the department. The board members concurred.
VIII. Public Comments
The comments from the Iowa State Building and Trades Council and the Plumbers and Steamfitters Local 33 regarding ARC 3807C were noted earlier in the meeting.
Ms. Rush commented that even though she is officially retired she will be going back to part time to Hartford Steam Boiler at a future date. In the meantime, she contacted the Governor’s office to make sure of her legal standing on the board. She was informed that since she was employed with HSB at the time of her appointment they consider her still a member of the board during her tenure.
Ms. Uehling introduced Ms. Caroline Barrett who will be representing the board from the A.G.’s office.

Ms. Uehling moved to adjourn the meeting. Mr. Brecke seconded the motion and it was approved unanimously. The board adjourned at 10:15 a.m.
